Lancashire landlords must meet strict electrical safety rules. Here's everything you need to know about EICRs, certificates, tenant rights and penalties for non-compliance.

What Certificates Do Lancashire Landlords Need?

Private landlords in Lancashire must provide tenants with a valid Electrical Installation Condition Report (EICR) before a new tenancy begins, and every 5 years thereafter for existing tenancies. Since April 2021, this applies to ALL tenancies, not just new ones. You must also provide a copy of the report to your tenant within 28 days of the inspection, and to the local authority within 7 days if requested.

EICR Codes Explained for Landlords

Your EICR will assign codes to any issues found. C1 means danger present — remedial work is required immediately and the installation should be disconnected. C2 means potentially dangerous — remedial work is required within 28 days. C3 means improvement recommended — not immediately dangerous but should be addressed. FI means further investigation required without delay. Any C1, C2 or FI code means the EICR is unsatisfactory and you must take action.

Penalties for Non-Compliance in Lancashire

Local authorities in Lancashire, including Blackpool Council, Preston City Council and Lancashire County Council, can issue penalties of up to £30,000 per breach for failing to comply with electrical safety regulations. They can also arrange remedial work themselves and bill the landlord, or ban the property from being let until compliance is achieved. Your landlord insurance may also be invalidated without a valid EICR.

Smoke and Carbon Monoxide Alarm Requirements

In addition to EICRs, landlords must install at least one smoke alarm on every storey of the property and a carbon monoxide alarm in any room with a solid fuel burning appliance. These must be tested and working at the start of each tenancy. While not strictly an electrical certificate, many landlords combine smoke alarm testing with their EICR visit for convenience and cost savings.
